Sam Farrands is Managing Partner of Minter Ellison's Hong Kong office and Head of the firm's Major Projects practice in Asia. Recognised as one of Hong Kong's leading projects lawyers, Sam advises developers, contractors, financiers and governments on major projects and privatisations throughout Asia. He has worked on major projects and privatisations around the region, primarily in the energy, petroleum, gas, LNG, water and wastewater sectors.
Increasingly, Sam is developing a reputation as an expert in public private partnerships (PPPs) having led the Minter Ellison team that advised the successful consortium to build the HK$2.3 billion international exhibition centre at Chek Lap Kok airport - Hong Kong's first PPP project, and on the SkyCity Hotel development, which is the SAR's second PPP. He is currently also advising an organisation in relation to its bid to develop a hotel at the Shenzhen Airport using a PPP procurement method.
